Preparing a Former Commercial Property for Redevelopment
The NEST redevelopment project is advancing through environmental cleanup activities designed to address historical site impacts and prepare the property for future residential and commercial use.
Site Conditions
Environmental investigations identified impacts to soil, groundwater, and soil vapor associated with historical commercial uses at the property, including former hotel operations and underground gasoline storage.
Site investigations found impacts from semivolatile organic compounds (SVOCs), volatile organic compounds (VOCs), and metals in site media.
During field activities, crews also identified an underground storage tank (UST) that had not previously been documented.
Remedial Strategy
The cleanup program is being implemented to achieve New York State’s Track 1 unrestricted use standards, allowing the site to support future redevelopment without use restrictions.
Key remediation activities include:
- Removal of an underground storage tank discovered during site investigations
- Excavation and off-site disposal of contaminated soil
- Replacement of impacted material with clean fill
- Installation of a soil vapor mitigation system beneath the proposed building
- Quarterly groundwater monitoring to evaluate natural attenuation of solvent-related VOCs
These measures are intended to address known environmental impacts while supporting long-term site use.
Community Protection Measures
To protect workers and the surrounding community during cleanup and construction activities, project controls include:
- Health and Safety Plan implementation
- Community Air Monitoring Plan during construction activities
These measures help ensure remediation activities are completed in accordance with applicable environmental and safety requirements.
Redevelopment Plan
Upon completion of remediation activities, the property is planned for redevelopment as a mixed-use project featuring:
- A six-story building
- 76 residential units
- First-floor commercial space
Project Status
The NEST Site Cleanup project demonstrates how environmental remediation can address historical site impacts while supporting future redevelopment. Through soil removal, groundwater monitoring, vapor mitigation, and community protection measures, the site is being prepared for redevelopment under New York State’s Track 1 unrestricted use standards.
